Yes, multiple projects can be developed simultaneously. DesignBuilder projects are simply local files (.dsb), so there is no license-level limit on how many projects an organisation or user can create and work on.
Licensing controls concurrent software/module use, not project count. Note that only one DesignBuilder session and one project can be opened on the computer at any time. Running multiple sessions on the same PC is not supported by the software at the moment.
