If you are receiving this message while running a simulation then the issue may be with a file on your installation.

To fix this please delete all files inside the EnergyPlus folder at your user AppData space.

This directory can be accessed from DB menu File>Folders> EnergyPlus folder

The folder location should be

C:\Users\"your username" \AppData\Local\DesignBuilder\EnergyPlus\

Then run the simulation again.

If this does not resolve the issue, please reinstall the software.
